Accountable Government
What we heard:
You want a City Hall that listens.
What we’ll do:
Adopt an enforceable Council Code of Conduct with independent oversight.
Restore public Question Period at Regular Council meetings.
Re-establish Citizen Advisory Committees across key policy areas such as:
o Traffic Safety and Transportation
o Art, History and Culture
o Sports, Recreation and Parks
o Environment and Urban Planning
o Agriculture and Food Security
Publish easy-to-read financial dashboards and project updates so that residents and businesses can easily identify how and where tax dollars are spent.
Create real accountability, transparency and cost containment at Metro Vancouver by working with Provincial Government to modernize legislation to improve governance practices, implement structural changes, and protect taxpayers.
Affordability & Financial Responsibility
What we heard:
You want confidence that the City is spending your money wisely while planning for Delta’s future.
What we’ll do:
Complete a Zero-Based budget review to identify savings and reallocate funding where it is needed.
Limit property tax increases through financial discipline and identifying saving before considering new spending,
Improve long-term infrastructure and major capital project planning and asset management to keep pace with growth.
Provide residents with clearer and more detailed explanations of utility and tax rates, including Metro Vancouver cost drivers.
Develop a long-term, future-ready economic development vision for Delta that focuses on increasing the industrial land base, protecting farmland, attracting business, and improving transportation and infrastructure to support growth.
Prioritize Tilbury Industrial Park enhancements including transit services, greenspace, and walkable areas to encourage business into Delta.
Collaborate with North Delta businesses to re-establish a Business Improvement Association to encourage small business growth, revitalize North Delta business properties, and create job opportunities for youth.
Livable Neighbourhoods
What we heard:
You want Delta to grow without losing what makes it home.
What we’ll do:
Immediate review and public engagement of the Official Community Plan to ensure development is supported by residents and rules are clear for developers/builders.
Hold area-specific, accessible engagement sessions for Ladner, Tsawwassen and North Delta.
Develop a feedback process that is transparent and accountable.
Require infrastructure impact assessments for major housing proposals and tie approvals to clear, objective plans for roads, utilities, parks, schools, and emergency services.
Challenge provincial housing mandates (Bill 44) to ensure densification is strategic, well-planned and works within Delta’s unique geography.
Review the Ladner Village Revitalization Plan to ensure it honours the village’s storied history.
Create a North Delta revitalization plan that honours the community’s history, improves green space and neighbourhood character, and brings the community together through social events.
Update and enforce design guidelines for new developments to keep community character including required set-backs, reasonable height limits, parking requirements, and consideration for neighbours in overall building design.
Protect Delta’s urban tree canopy by strengthening tree protections for new building developments and create reasonable management and replacement policies and by laws for existing properties.
Improve traffic management and pedestrian safety using technology, education, road design, and enforcement, particularly on residential streets and school and park zones.
Ensure the Senior’s Centres in all three communities have equal and sustainable financial support for present and future needs.
Protect and preserve Delta’s fertile farmlands and waterways and support the needs of farmers and the fishing industry.
Safe & Connected Community
What we heard:
You want a Delta where people can get around, get care and feel safe.
What we’ll do:
Ensure police, fire and by law staffing and emergency planning resources align with population and industrial growth.
Improve pedestrian and cycling infrastructure between North and South Delta and collaborate with regional cycling organizations on safety best practices.
Collaborate with provincial government and local not-for-profits to establish Delta Centres for Healthcare to support healthcare needs of all three communities.
Provide and operate office space for walk-in medical clinics.
Recruit doctors, nurse practitioners, mental health clinicians and other health care providers to work in city-managed facilities.
Advocate for Delta’s interests in regional transportation planning including improved transit services between North and South Delta and Delta’s business and industrial parks.
Demand meaningful consultation with senior levels of government on port expansion and pipeline operations to ensure Delta realizes meaningful and generational economic benefits from Projects of National Interest.
