With nearly two decades of senior leadership in municipal and public-sector organizations, Melissa Granum understands how cities work – and how to make them work better for the people who live in them.
She has spent her career helping organizations build effective teams and serve their communities in ways that are transparent, accountable, and responsive.
Melissa helped both Delta Police Department and Surrey Police Service develop and manage their policies, budgets, long-term planning, and governance as they grew and responded to the needs of their communities. As Mayor, she will bring that same focus to City Hall: listening, asking the right questions, and working constructively to deliver strategic, fiscally responsible results for residents.
Currently, Melissa serves as Director of Board Governance at the BC Lottery Corporation, where she ensures BCLC’s Board of Directors operates effectively, complies with regulatory requirements, and follows governance best practices. In this role, she acts as a bridge between executive leadership, government expectations, and public accountability.
As Mayor of Delta, Melissa will:

Strengthen transparency and accountability

Jat Puri
Council candidate
Extensive operational experience and an inclusive approach to planning
Jat Puri brings more than two decades of operational, governance, and public-sector experience to his candidacy for Delta City Council, along with a deep respect for the values of hard work and community service instilled in him by his parents, who immigrated to Canada more than 45 years ago in search of opportunity and stability for their family.
Jat believes in inclusive leadership and will work to ensure residents across Delta feel heard, respected, and represented at City Hall. Fluent in Punjabi and Hindi, he connects easily with many of Delta’s diverse communities and understands the needs of multigenerational, multicultural families.
Over the course of a two-decade career in aviation operations, including work at Vancouver International Airport, Jat has gained extensive experience in operations, infrastructure coordination, emergency planning, public safety, and the management of complex operational and capital budgets.
In his current role, Jat contributes to the development of operational plans, policies, and procedures that support coordinated responses during emergencies and major disruptions. His work has also included planning efforts related to major international events such as the 2026 FIFA World Cup.
Jat is committed to practical, responsible leadership that protects Delta’s quality of life while ensuring the community remains inclusive, resilient, and prepared for the future.
As a Delta City Councillor, Jat will:

Take a thoughtful approach to long-term planning for the City’s infrastructure and public safety needs, informed by extensive operational, fiscal, and emergency planning experience

Leah Bach
Council candidate
Balanced decision-making grounded in municipal and local business expertise
Leah Bach brings nearly two decades of municipal operational experience, combined with 18 years as an independent business owner, to her candidacy for City Council. She understands the inner workings of municipal organizations, and has deep insight into the needs of Delta businesses, families, and communities.
Her experience working as a supply chain professional for the Delta School Board, and the cities of Delta and Burnaby, has given Leah a strategic, high-level view of the systems that make cities run: from procurement and contract management, to budget accountability and risk management.
Leah also brings strong leadership and governance skills to the table – she understands how to create and manage a strong governance model that benefits organizations, while protecting the public interest. For more than a decade, she has volunteered as a Governance Committee Member for the Fraser Valley Real Estate Board, and as a Board Member for Tourism Delta. She also served as National Board Chair of the Purchasing Management Association of Canada (now Supply Chain Canada), helping to advance professional standards and strategic supply chain practices across the country.
As a realtor specializing in Delta for nearly two decades, Leah has first-hand insight into local affordability issues, changes to neighbourhoods, and the real-world impact of planning decisions. She knows that Deltans have some critical choices in front of them, and she will bring a balanced approach to decision-making, leading with integrity and a proactive approach to community-building.
As a Delta City Councillor, Leah will:

Champion operational efficiency at City Hall, asking practical, informed questions about implementation, timelines, and measurable outcomes.

Tammy Hansen
Council candidate
A strong voice for fiscal responsibility and accountability
In her role as a senior CPA at Cran and Company in Delta, Tammy supports individuals and businesses preparing personal and corporate tax returns, performs audits, prepares financial statements for investors and stakeholders, and analyzes financial data to help her business and non-profit clients make informed, strategic decisions.
Prior to working for a private accounting firm, Tammy worked as a Cash Management Accountant in the Treasury Department at Coast Capital Savings Credit Union. There, she was responsible for helping to monitor, manage, and optimize the organization's daily cash flow, liquidity, and bank accounts – acting as a crucial link between the daily cash transactions and the overall financial strategy of the credit union.
Tammy is a deeply committed volunteer in Delta, with a strong focus on supporting youth. She served as the Next Generation Youth Director with the Rotary Club of Ladner before transitioning to the role of Treasurer in recent years. Tammy also coached young girls in softball and later volunteered on the Delta Fastpitch Association executive for more than a decade. Today, she is an active board member and Treasurer for the Step Forward Health Society, working to ensure mental health supports are available to Deltans who need them.
As a Delta City Councillor, Tammy will:
